Founded in 1986 as part of the City of Houston’s efforts to support small businesses, HBDi was originally developed to revitalize a historic retail center, transforming it into a community hub for business growth and innovation.

Through low-interest loans and dedicated consulting services, HBDi contributes significantly to the stabilization and growth of Houston’s small business sector.

HBDi collaborates with numerous organizations including, but not limited to, the City of Houston, Bethune Empowerment Center, SBA, and SCORE.

Key Events in HBDi’s History

Houston Business Development, Inc. (HBDi) has played a pivotal role in fostering economic growth and community revitalization in Houston since its inception. Here’s an overview of its milestones and achievements from 1980 to 2024:

Years 1980 – 1990

Establishment and Early Initiatives

1986: HBDi was founded to address the financial barriers faced by small businesses in Houston, marking the beginning of a transformative journey.

Years 1990 – 2000

Development of the Business Technology Center

1993: HBDi began managing the Palm Center, transforming it into the Business Technology Center (BTC), a 160,000-square-foot mixed-use complex aimed at nurturing small businesses through affordable office space and support services.

Years 2000 – 2010

Expansion of Financial Services

2000 – 2010: HBDi expanded its financial services, providing flexible and affordable small business loans, which facilitated the creation of approximately 2,500 jobs for low- to moderate-income citizens in Houston.

Years 2010 – 2020

Community Revitalization Efforts

2015: HBDi launched community revitalization initiatives targeting economically distressed neighborhoods, furthering its mission to combat community deterioration.

2018: The organization established strategic partnerships with local entities to enhance support networks for entrepreneurs and strengthen community ties.

Years 2020 – 2021

Response to Emerging Challenges

2020: In response to evolving small business needs, HBDi broadened its services to include technical assistance and business consulting.

2021: Demonstrating commitment to community resilience, HBDi launched a COVID-19 relief fund to aid small businesses struggling during the pandemic.

Continued Impact and Growth

2022 – 2024: HBDi has continued to support small businesses and entrepreneurs, contributing to job creation and community revitalization throughout Houston. The organization has facilitated over $250 million in funding, resulting in a local economic impact of approximately $50 million and the creation of around 450 jobs.
